Meeting of ASTM International Committee F38 on Unmanned Aircraft Systems (UAS) Systems

The National Airspace System (NAS) must be shared by all users, manned and unmanned, to support national defense, homeland security, civil government, commercial applications, and general aviation. As a growing tool in these applications, UASs must seamlessly integrate into the current NAS infrastructure yet conduct safe, efficient, and effective operations. To this end, there are a number of key UAV-related regulatory and technology issues which must be addressed jointly by the FAA, DoD and other government UAS users, and the UAS industry, including Airworthiness, Flight Operations, and Operator Qualifications.
A common thread that links the above-mentioned issues is the need for industry-driven, full consensus standards to help evolve the utility of UASs. Toward that end, ASTM International Committee F38 on Unmanned Aircraft Systems was organized in July 2003 by over 180 members of the aviation community, including federal agencies, UAS and component manufacturers, trade associations, academia, and the user community. F38, and its three subcommittees — F38.01 on Airworthiness, F38.02 on Flight Operations, and F38.03 on Personnel Training, Qualification and Certification — will be meeting to discuss their standards strategy and to resolve current issues with their standards in development. This meeting is open to any interested person at no cost. Feel free to join us in standardizing the future of UASs.

Meeting of ASTM International Committee F41 on Unmanned Undersea Vehicle (UUV) Systems

This will be the inaugural meeting of ASTM International Committee F41 on Unmanned Undersea Vehicle (UUV) Systems. Organized in June 2005, Committee F41 currently hosts over 150 members from a diverse collection of UUV stakeholder groups.
This will be a full meeting of the F41 main committee, as well as the 3 technical subcommittees under its jurisdiction — F41.01 on Autonomy and Control, F41.02 on Communications, and F41.03 on Mission Payload Interface. Primary topics of conversation will be the development of the initial suite of UUV standards developed in an open, transparent, consensus-driven process. This meeting is open to all interested parties; there is no registration fee to attend.

Unmanned Systems Common Control Standards Workshop

Program Executive Officer for Littoral and Mine Warfare (PEO LMW) manages the Navy's acquisition programs for UUVs, USVs, and UGVs, and also has the responsibility for integration of all unmanned systems into all Naval platforms across the fleet. As such, PEO(LMW) recognizes the importance of standards, common interfaces, and modularity to ensure that unmanned systems are affordable and deployable as they become integrated into warfighting systems in increasingly significant numbers.
One important component of this is common control for unmanned systems and the application of joint interoperability standards (currently JAUS - or Joint Architecture for Unmanned Systems and NATO STANAG 4586). PEO(LMW) held an industry workshop during AUVSI’s Unmanned Systems North America 2005 to socialize their guidance to industry on application of these joint standards. This year, PEO(LMW) will hold a follow-on workshop during the symposium to report on progress in applying joint standards, and the findings of a special study team that has been examining the current baseline for common control architectures within the Navy and developing recommendations for the way ahead for the future.

UASs and Access to Airspace Forum

The ever increasing importance of access for unmanned aircraft systems (UAS) to unrestricted airspace has spawned a number of activities. This forum will provide updates from the main organizations working on a variety of related issues.
Updates from the U.S. Federal Aviation Administration, ASTM F-38, RTCA SC-203, UAVNet, and the recently launched EuroCAE WG-73 and ICAO activities will be included in this Forum.
Anyone with an interest in the latest updates on UAS access to unrestricted airspace will want to attend this very informative session.

Roundtable Report on the March 2006 Government/Industry Unmanned Systems Safety Workshop

Under the direction of Defense Systems, Office of the Under Secretary of Defense (Acquisition Technology & Logistics), an Unmanned Systems Safety Workshop was conducted March 28-30, 2006. Attended by 300+ individuals from all branches of the military services and from private industry, the purpose of the workshop was to focus and unify the technical community on the systems safety needs for unmanned systems through three specific objectives:
- Understand the safety concerns, including legal issues, associated with the rapid development and use of a diverse family of unmanned systems both within, and external to, the DoD
- Establish and agree upon a standardized set of safety precepts to address the safety concerns associated with the design, operation, and programmatic oversight of all unmanned systems
- Recommend safety guidance, such as hazard controls and mitigators, for the design, development, and acquisition of unmanned systems
This roundtable will present the safety guidance developed from the March 2006 workshop, and subsequent workgroup meetings. This guidance will form the basis for direction from OSD, and will be published as overarching safety guidance for unmanned systems.
Program managers, design engineers, and system safety engineers who are involved in the development of unmanned systems; which include unmanned air vehicles, unmanned ground vehicles, stationary robots and unmanned control systems, surface and underwater vehicles, should attend this event.

AUVSI’s Annual Awards Luncheon

AUVSI’s Annual Awards Luncheon will recognize the recipients of the following awards: Al Aube Outstanding Contributor Award, Pioneer Award, Operations Award and Member of the Year Award.
In addition, attendees will enjoy reports and highlights of AUVSI’s student robotic competitions.

The AUVSI Foundation is a public charity that was established to support the AUVSI Student Competitions, among other activities. The goals of the Foundation are to sponsor, promote and conduct charitable, educational and scientific activities designed to increase public awareness of unmanned systems technology; to promote public education in the field of unmanned systems technology through discussion groups, forums, panels and other programs; and to provide grants to aid in the formal training and education of individuals in unmanned systems technology.
